Paradox in Indonesian Bureaucratic Reform

VIVAnews - Analyst on political affairs and public policies Andrinof Chaniago saw that the offices of deputy ministers are not required for they on the contrary are against the efforts in reforming bureaucracy.

"In my opinion, a study as to whether or not the offices are important is needed," Andrinof told VIVAnews on Monday, Oct 26. "Is it true that the internal structures of the related ministries provide the ministers in office considerable load."

So far, Indonesian President Susilo Bambang Yudhoyono never revealed any researches on the ministries' load. Andrinof rather sized up that the ministries allowed overlaps of duties over each other.

Andrinof cited two directorates at the Indonesian Home Affairs Ministry which perform overlaps. "There are the Directorate of Regional Management and the Directorate General of Regional Autonomy," he said.

He also claimed that a division in the Home Affairs Department - the Directorate General of Regional Financial Management - should be removed. "I think it should be under the Department of Finance."

Based on the grounds, Andrinof suggested the Indonesian president reforms bureaucracy in the ministries. "I believe that deputy ministers are not needed," he said.
